Justa note to point out that there are rules for developing characters - in terms of learning new skills. They are presented on p59, and albeit brief, do effectively allow inexperienced characters to learn new skills quicker than more experienced characters.

Yes they do, but not including even a basic experience system was a negative to me.

does the mg traveller have the thing where you can enlist and get more skills, is this what you are all talking about?

Allowing for skills to be increased, with training, is a basic experience system! And it works well enough for me and my group.
