That reminds me about a local radio celebrity here in Dallas who tried to open up his own bar/restuaruant. Over an eighteen month period he negotiated at least three different locations with failing business owners, trying to "sublease" the space from them. As much of the negotiations took place on the air, we the listening public heard how each of these "opportunities" slowly exploded in his face.
I don't think anyone can rationally deal with people who's businesses are slowly or quickly failing and you're thinking that you can "help them out." They just can't see the "win-win." Pesonally, I'd let them fail, and after the property is vacated, go to the landlord and lease the property. Or better yet, go to the landlord before they close and secure the lease.
Landlord: Sorry folks, I'm giving you thirty days to vacate...
