At least here in Europe it's just the opposite. CC are not ID documents and they must not be taken for that. People must sign their cards, but they must confirm they are right owner of the card by displaying an ID card as well. That way the merchant may compare the signatures and names in both the CC and ID cards to check if the card user is the right person. Often merchants don't botter to do it, though. Still, it's at their own risk if they don't do it.
I have no idea how things are in the US and other countries, though.
This side of the world today this is mostly a question of the past since cards come with chips and code security. Instead of confirming ownship through ownership this is done by inserting the PIN.
