Awhile ago as a preview for Paint Shop Pro 8, Jasc offered Paint Shop Pro 5 for free as a download from their website. I since then looked at the site, but was unable to locate this file. Does this offer still exist, and if so, anyone able to link me to it as my searching skills are a bit laxing.

I don't know about any free versions of Paint Shop Pro, but here a couple of free paint programs I've run across...these two are totally free, not just trial versions with expiration dates:

I can't find anything on their site either, and Google gives me nothing, so I conclude this offer is through. On the other hand (and only partially defying your wishes to not recommend other stuff), I believe The GIMP to be very good, and migrated directly thereto from PSP4 (the demo of which doesn't expire, just sternly admonishes you to buy - but it doesn't have layers and useful stuff like that). The only reason I'm not using it right now? It didn't like my graphics tablet. If it did, well, I'd be one happy camper.

See also Project Dogwaffle (http://www.thebest3d.com/dogwaffle/index.html), probably the best natural media-style freeware program around, and Pixia (http://park18.wakwak.com/~pixia/), which looks pretty amazing too.
