I'm not trying to be a jerk. I'm just being honest (I personally would rather have an honest answer than the one you want to hear, so I think I'm being helpfull).
If I saw that on a shelf next to other supers game books It wouldn't be the first one I pick up. I don't think you have the budget to compete with Mutants and Masterminds, or any of the offical games (like Marvel). I usually pass over "offical" stuff because I think it sucks most of the time.
I also personally like Silverage Sentinels; Godsend Agenda; Guardians of Order Tri-stat books (like Authority).
Though, I'd pick it up before: Hero (I hate the bland covers, and think the supliments with art aren't much better); Godlike; Heroes Unlimited.
I'd put your cover right in the middle of games. It would get a look if one of the prettier ones didn't get to me first.
Don't know if that was helpfull, but thats one persons perspective.

I think I agree with MusedFable. Not wanting to be nasty, but what this cover lacks is motion. The style is fine for the genre it represents, and the artist is obviously reasonably accomplished, but there's nothing really happening here, it's just three supers standing around in lycra. An action scene would have felt better, or at least they could have looked like they were expecting to erupt into an action scene at any moment. Y'know, glancing around themselves anxiously, hefting fireballs ready to throw, pointing dynamically off-page, superhero stuff. This just feels a little... slow. Not bad per se, but bland.
The other thing I'd change if I could is the background of stars. They look like they've been flicked onto the page with a toothbrush. There are quite a few in there that are irregularly shaped, like paint splashes more than stars, and they are a bit too numerous and too bright.
On the other hand, I've seen a lot worse, and this cover is at least competently drawn with all due care and attention to decent framing, proportions and so on. Although a little more subtle shading would have done wonders.

In addition, the coloring quality does not reach the line-art quality. It is only burn/dodge or spray can tool on normal filled colors, without consistancy on lighting. I think that would be better if it would have been painted instead. The background lacks a bit of depth (this dots all around look more like well... dots thatn stars) Anyway, don't be offended, it is all right. :)

Sorry, but I also think it's a rather dull cover. The only thing that it's got as a bit of distinctive pull is that the woman actually looks like a real woman.

We're going with a different colorist and cover layout, but with the same line art. This thread is now pretty much moot.
