What is the norm for submissions (not the wrestling kind either)?

Does one submit a proposal only after completing a final draft at home, or does one negotiate for time to then write the proposal after it is accepted?

I don't think there is a 'true' norm in submitting work. The best thing to do is look up the publishers website and find out their submission requirements, each one has slight differences.
