I've got a campaign I run occasionally with my gaming group, designed to match *some* of your advice. Players have more than one character, and we go with whoever is present. So far, most of the adventures we've played have been single-session, self-contained stories; one or two have spanned two sessions.
However, it still is a campaign.... There are things in there that recur, and there are some themes and common enemies. Since each story s self-contained, it doesn't matter too much if they don't remember all the ongoing stuff, but if they do, then that adds a little bit to it. And, it makes it fun for me :)
I don't have a long-term plot planned, though; I've just got some idea of what's going on, and if I can tie a new story into it somehow, I throw that in on the side.
(Our gaming group usually has a few games going, either ongoing campaigns or one-shots. We play what we do based on who shows up.)
