That's exactly what happened in my last GURPS campaign. New characters ended up being infinately superior to old ones. Of course, it was a fairly lethal campaign, so anyone who wanted a new character had a pretty good shot at it...

I like your definition of what makes a game combat-based. How many of us here can say in good faith that we haven't given the old bait-and-switch speech? Nice column, as always.
