Some of the most memorable humourous moments from gaming I've done in recent years (well, a few years back) came from *NPCs*.
- in 7th Sea, a pair of idiotic Eisen mercenaries, who were so dumb you couldn't fast-talk them into anything. Well, you could try, but I remember the discussions going in circles because they'd misunderstand or make a stupid connection and arrive back at their original opinion.
- in Feng Shui(!) a very small troll with a very small bridge at a very small creek, who got VERY upset when the PCs stepped over the creek instead of taking the bridge
This was CALCULATED humour on the part of the GMs, but since it wasn't based on a PC's actions, most of the considerations about how a player would take it seem irrelevant.
