You bring up some very good points here (being a child of the 1980s I can agree that Cyberpunk was much more logical in the 1980s. but however in a horror sense, you an turn much of what you talk about into part of the horror. Such as what happens when all of the networks shut down? As you said middleschoolers today would be lost in a world of paper and pen. I know from experience work sucks when the computers go down, and we are forced to go by paper. as a symptom human reliance on these devices could be an interesting theme don't you think?
Also to a degree you can look at notions likeBuffy's "hellmouth" or the Curse tape in Ringu just because the device works, does not mean that all parts of the world will succumb to it. I somehow doubt Arkham is completly viewable by GPS.
