Possibly redundant suggestion for the levelling up/attendence issue.

You could take a leaf out of comics/tv series by levelling everyone up to 16th level and do the old '12 months later, you are all 16th level'.

Sit down with everyone and discuss what happened broadly in those 12 months, so everyone is on the same page. Continue the adventures from there.

Then, make copies of the characters at levels lower that 16th and, when not everyone can make it, run some 'non-critical' adventures with the people who attend, to fill in the gaps in the last 12 months. That is, while the character of the person who doesn't make it is off doing something else, the attending characters do something that fills in the back story. By non-critical, I mean some adventure ideas that won't screw with your 'established' history of that 12 months. The only hitch could be the occasional raise from the dead when one of the characters dies unexpectedly.

Thanks for the idea, Nihtgenga. I decided to just play through the levels, however. I'll use Dungeon adventures when I'm out of ideas and just keep going at the normal rate. My players much prefer that option to any other.
