It does have a GMm but I believe it's set up so that the GM doesn't need to pull any punches. The author calls it a "competitive roleplaying game".

Thanks for this column! I never realized how much Altas games had shaped my gaming experience. As a youngin', I never paid much attention to publishers, but looking back, I see that many, many games that I either bought, played, or really, really, wanted to buy were all Atlas-- both cards, RPG, and otherwise. The biggest influence? Feng Shui. Thanks Atlas and Robin!
