Is this game still operational?

Yes, indeed, it's still fully operational, with plans to keep expanding. (Sorry, I should have added that bit of info to the review when I posted to RPGnet.)

The DDO designers have said on the game site's forum that they're unsure at this point how, or if, the 4th Edition release will affect the online version, but even if they don't make a switch to something resembling 4th Ed, they don't plan on ending the Stormreach mmorpg any time soon. They'll keep adding to the game world in using their current 3rd Ed. specs, if need be.
