Is the rules stuff that comes out in whatever format of DDI eventually supposed to make its way into a book (at some point), or is it something completely separate? Or both?

Depends - sometimes they preview/playtest upcoming books. Feats and creatures/NPCs will end up in the Compendium. If there are any rules created in Dragon (that aren't feats, powers, or characters), they won't show up anywhere but there, AFAIK.

It was my understanding that they were explicitly NOT using Dragon as a platform for new rules. Just to playtest/preview certain things. Sure you'll get articles with themed racial (dragonborn) or class (Wolves of Maldeen) feats and magic weapons and such but I wouldn't be surprised if even that stuff ultimately made it into a book at some point.

Yeah, I can't remember anything that was new "rules" as such - just organizations, and powers, feats, and paragon paths. All of which will be in the compendium; I would say that I don't think they'll be putting any of that into a book, though. But who knows?

Eventually they'll run out of shit to put in books. And presumably stuff like the Warforged article will make it into the Eberron Player's Guide.

I don't think these have been specifically announced, but rather that they *hope* to put books like these out.
