I'm the kind of guy who likes to have a physical character sheet for any significant NPCs the players deal with. So If I have an Inspired assassin, what sort of template should I use? The book specifically says not to play as them, to use a Kalashtar instead. Phooey!
Has anyone got some good linkage on how to make an Inspired PC? Or should I just roll up an Evil Kalashtar?

I'm afraid I've long ago lost hold of the 3.5 paradigm, as it were, but... speaking mechanically, how about a psionic full-caster with a modified Leadership feat, and the ability to possess any of its cohorts or followers (built as empty vessels, presumably) using the rules in the ECS?
(When I say "modified"--since the quori, not the people in your line, are the final arbiters of your line, three of the four Leadership tables would need to be rewritten to accommodate their motives. The Dreaming Dark honestly won't care if you're cruel or have a magic horse, for instance.)
You should also probably look at Secrets of Sarlona, if you haven't already. It has a lot of additional information and mechanical options you might find interesting (and which your DM might find more so, heh heh heh...).

Doesn't the ECG give rules for Inspired characters in the monster section? Maybe I'm misremembering something.

It certainly does! Pages 290-291. The bit about using kalashtar instead (page 292) is for players who want a tie to Dal Quor, not for DMs who want to stat out NPCs. Page 291 has the full details for Empty Vessels as stat adjustments and abilities go.
