One thing I noticed about most RPGs is that they assume either an urban environment (most modern and some sci-fi games) or a wilderness/frontier setting (western, military and fantasy games).
Back in my days of playing WoD games (yes, it's true), I tried to figure out how to set a game in the suburbs and still keep the same "feel." I failed.
Recently, upon discovering a salon called "Spa Kachulu" in my hometown, I got thinking about the idea again. I think that a horror/conspiracy/paranormal-type game could function quite well (sort of a Picket Fences or Eerie, Indiana RPG), but I'm not sure the idea would merit its own game entirely.
What do you think? Could this be spun into its own monster, or would it serve better as setting source for an existing game? If so, what game?

Sounds like a great idea to me, but I'd do it as a supplement for a specific game (or, perhaps even better, as a generic supplement - I like those, even if they don't sell) if only out of a sense of making best use of what's already there instead of going out and doing all the work all over again :)

Besides, I've always been tickled by the idea of running a small-town Vampire game where players can claim the title of Prince for some worthless little hick town and actually be able to legitimately keep it.

This sounds like a purrrrfect idea for an alternate Over The Edge setting. I know I've seen people do basicly the same thing. Or just an OTE game based in Traboc, it's suppsoed to be the land of normies and well manicured lawns.

I should've figured that OTE was the solution to my problems. Far too often, that's the answer people offer. I really need to get that game soon.

I think that most players would want to be the suburban horrors, rather than the suburban "victims". Just my opinion.

Go rent Arlington Blvd, it does suburban horror quite well, so does Scream.

If you want conspiracy horror rent Arlington Blvd above all, if you want teen slasher, watch Scream.(again)
