Requirements:
*: Must run on a not-so-new computer. (400mhz 191mb ram)
*: Not be Uplink cuz I played that already.
*: Must be demo available or freeware.
Can you help me Other Games Open? You are my only hope....

I really enjoyed Syndicate, a Bullfrog game. There's a nice review here. (http://www.mobygames.com/game/view_review/reviewerId,12837/gameId,281/platformId,2/).

there was a Shadowrun game for the Genesis but I guess that's not what you're looking for so I'll be quiet now.
although you may be able to find it on a rom site.

Beneath a Steel Sky
Runs under DOS, it didn't run on my machine, but I heard it is pretty cool.

If you have a decent 3d card you might be able to run Deus Ex decently. It's a great cyberpunk FPS/RPG hybrid; you play from a first person perspective, but there's talking, sneaking, and charachter building in the form of experience and nanotech implants. It has a neat plot, and the gameplay is fun because there are many ways to solve different things.
The minimum listed system requirements are a 300 mHz processor, but I remember it as being a bit demanding for it's time. If you have a TNT2, Geforce, or other moderately OK 3d card I'd give it a try and check out the framerate.
You can probably pick it up at Best Buy or such a place for $10ish. I think gogamer.com also had it for like $5-10 bucks, although they charge a lot for shipping and handling.

EDIT: Oh, and you might want to check out [i]System Shock[i]. The first one will run without a problem in DOS; the second will probably be fine too.

I believe there's a demo available of I Have No Mouth And I Must Scream. If not, it's probably available on that site for software Underdogs which I won't link to from here.

The Home of the Underdogs website has an entire category for cyberpunk games, with reviews, links, and even downloads for a whole laundry list of cyberpunk classics.

You must play Beneath a Steel Sky - it's one of the best non-Lucasarts adventure games ever made. It'll run on a 486, too.
If you can, get the CD version (which has voices instead of just text).

Syndicate: First "true" Cyberpunk game for PC. Runs perfectly on your computer, but you need 596 kb:s of free conventional memory.
Syndicate Wars: Really good Cyberpunk action from Bullfrog games. Quite masochistic game, though. Sequel to game Syndicate.
System Shock 1 & 2: Both are excellent 3D Cyberpunk RPG games, but I'm not sure that System Shock 2 runs with your computer....
Blade Runner: Not actually Cyberpunk game, but still damn good adventure game. Runs perfectly on your computer.

Strangely enough, I just downloaded Beneath A Steel Sky CD-talkie version for free.
That's right, Revolution Software have released the source and the game runs very well under the ScummVM machine.

Best of all, it's free, it's a small download, and it's totally legitimate. Oh, and it's a good point-and-click adventure game too. :)

I second these suggestions and offer another of my own.
Snatcher. Quality game that lies beneath many people's radar.
Also, Hard Nova and Sentinel Worlds are good space-based cyberpunkish games.
And buy a decent video card so you can play the mother of all cyberpunk games: Deux Ex. :D
