That's a bit of an overstatement (though not entirely inaccurate); typically the cost of the blast will buy you one minion equivelent of yourself with Duplication. Mind you, its not prohibitive to buy that to Heroic, and then buy progression, but it does tend to be a bit more expensive than you state.
But yes, Duplication (and its parent Summon) are another example of PL end-running powers.
While its true that any supers game requires a certain degree of oversite, there's different degrees of making the effort; its just a question of what price you pay to minimize the risks and whether that's worth it to you as system overhead and limiation on options.
