As it pertains to this specific discussion: Weapon (and Implement) Expertise is hands down a better feat. For every character, regardless of build.

A feat that everybody takes is effectively a "feat tax" - meaning if you don't have to think twice about taking an obviously superior feat, you effectively have one feat slot less, and one static power more. This is obviously less fun - why not simply say "everybody gets Expertise at fifth level"? It's not that anyone believe Mearls & Co believe characters get too many feats, and that the game would be better off if everybody lost one of their early slots...

A gimmie feat like Weapon Expertise is also "stealth errata". If there is a deficiency in the design of the game that affects not only PHB2 classes, but PHB1 classes too. Then this feat should be errataed into PHB1. Now, if you don't buy PHB2 you will never realize the designers mean your character to have a +3 to hit at level 25. Thus the "stealth" part of errata - WotC are "fixing" things without admitting there's a bug or there's a fix. Instead you simply get "more options". Only after thinking about it a minute will you realize "hand on a minute, this feat will get taken by everybody, why isn't it flagged to the PHB1 customers...?".
