At Heroic tier you still hit things often enough, and a +1 doesn't seem that much, I agree. The disparity between PC attacks and monster defenses doesn't really start to be noticeable until you've started getting into Paragon tier. And then the Expertise feats kick into overdrive by increasing to +2 (and later even +3).
So get back to us when your players are lvl 15 and the whines about whiffing dailys and encounter powers fill up a good portion of your sessions...
