Extraordinary Pace
For 5 points per level you can multiple your running pace. so for say 15 points you can run at pace times 4 or 35 points pace times 8.
versus Flight
6 points per level. At level 1 you fly at pace times 4 at level 2 you fly at pace times 8.
If there is some system behind this design I fail to see.

You really don't see how the ability to fly fast is vastly more valuable than the ability to run fast?
