I think you make valid points, however I think that you provide the answer to your own question. There is no need to provide a clear political bad guy because that would provide a one sided view of the game. that is to say that if the book took up the torch of one group of people and labeled another bad then that would not allow the really creative DM to weave a web that left you wondering who the bad guys really are. The world we live in is full of examples. From a world view hitler was evil but from a 1940 german he was a great leader. The same type of environment can be established in a game by a creative DM. You seem to know a great deal about poli sci. With a neutral group of humans you can create any number of motivations that could establish a "evil" nation that must be stopped, or conversly a nation in need of assistance from a brave group of heros. I think that it is cool that they left the choice to the DM. That way I can create all sorts of ambiguos situations for my players to struggle with.
