The D6 System book is closer in value to Fudge than, say, GURPS. The D6 System is actually a collection of attributes and a dice resolution system, with lots of hints on how to plug in skills, advantages and disadvantages, and everything else necessary to create a gaming universe.

The Star Wars Roleplaying Game(s) and Metabarons have very fixed and constant rules on how to apply skills, how to determine initiative in combat, how to judge ranges when firing a gun, and a host of other roleplaying situations.

DNOS Psibertroopers calls for Star Wars or Metabarons because the authors assume that roleplaying groups will be using those specific rules. The game was written with those rules in mind, so that it would play a certain way.

Of course, if a GM were to use the D6 System book to create his/her own D6 variant system (different stats, for example, or a more fluid combat system), it might end up working better for that gaming group in the long run. It's simpler to have standard expectations, however.
