Probably.

A first level d20 character will have something like 6-8 hit points this is around half of what a starting BRP character has. Also CoCD20 is more lethal than BRP especially at low levels.

Using the D20 level scale allows the game to be played at different levels and it allows the material to be compatible with other D20 products.
