I quite like the D20 system. It covers about everything you need covered and I'm partial to levels, too - it makes it easier to see what sort of threats characters should be able to face and overcome, and gives players a bit of satisfaction when they level up (making it all the more tense when it looks like their beloved fourth-level redshirt might die). I don't really care about the rules as long as they reflect the background of the game, and the way D20 is tweaked for Cthulhu does that very well, I think. And yes, a lot of players pretty much know how basic things work already, which is a bonus.

The Wealth system from D20 Modern would have been a big improvement over Cthulhu's rather sketchy system, I agree. The income and savings rules seem a bit rushed and too random - there is a huge variation in the salaries characters might happen to earn, and Wealth seems a much simpler and flexible way of buying things in-game. It's not a big problem since players don't amass gold pieces to buy +5 Bracers of Asswhup, but it's worth bringing up.
