That sounds like a RobinLaws-ism. Robin wrote both OtE and Feng Shui, and I know it's an important rule for stunts in Feng Shui.
Great review, though. This book debuted at Gencon last year and my wife and I got into a demo game, but the GM so utterly and completely butchered everything about it (including the basic resolution mechanic, which he was unable to explain), that we left early with a bad taste in our mouth.
I didn't get a chance to look at the book thoroughly, but I remember at the time that what impressed me most about the book... it was just absolutely gorgeous as far as layout, artwork, quotes, and source material. I knew there had to be a decent game in there somewhere, and I appreciate the level of detail you went into to explain the mechanics and how they playtested.
