While the PC's will almost definately be involved in the Battle, and the Sartarite will win it, their actions can decide a lot of stuff. Certain powerful NPC's will die unless the PC's save them. The battle itself has options in case the PC's win in an area where the script says the Sartarites are pushed back. It's pretty well done, in my opinion. And there is enough time between events that overall, any railroading will not be evident, if the GM puts any thought into it.
