I think "low magical world" is a misrepresentation, I think it should be " magic items are important and very powerful so there are no magic item shops nor crappy plus one swords laying around and so they are trying to make magic special again world". There are heroic paths in the game which give your character extra abilities each level and so counterbalance the lack of lesser magic items. Personally I have played the game for about a month and so far do not miss the minor magical items that you find at the lower levels. Also, every class can learn to cast spells, not without cost of course but they can nonetheless. That in of itself makes up for the other half of the coin thats seems to be missing.
