That's true, but I don't attach a lot of significance to it. If your skill is very low, your ability to adjust for penalizing circumstances is less, and so I have no problem with it causing a statistically more significant penalty. That combined with the fact that I find a percentile approach a lot more intuitive explains why 3d6 has little appeal for me, personally.
The 5% chance of success simply reflects that you always have -some- chance to succeed due to sheer luck. If your base skill is that extremely low, then you're relying more on luck than skill to succeed anyway.
