Your use of OGL in that particular context only adds to the confusion most people already feel.

The OGL should be used to mean the specific license, not a generic term for other licenses that have been used or will be used in the future, no matter how similar they are.

So ActionSystem! is indeed, the first roleplaying system, other than d20, to go OGL.
