The Fuzion system by R. Talsorian games deserves mentions here: both Action! and Fuzion use a 3d6+Att+Skill vs. TN mechanic. Atts and skills range from 1-10 in both. Action combines Fuzion's Dex+Ref, and drops Tech and Con -- but otherwise the Atts are the same. There's even a PDF file for conversion between the two.
