Well, the Celts managed to spread their culture from the British Isles through most of France and parts of Spain, across Europe and down into central Turkey. They routines raided classical Greece, so effectively that they got to Turkey simply by raiding virtually unopposed through Greece and were given land in Turkey as a buffer against the Persians. They sacked Rome and were almost single handed responsible for Rome's ethno-centric xenophobic attitude (due to their fear of the Celts)

Caesar at the head of the most disciplined and veteran army ever fielded by Rome managed to defeat the Gauls only by turning them against each other and using their hatred of the Germans both for and against them.

They pretty much began using iron long before any other civilization in Europe, and in many areas were ahead of the curve technologically and social, and behind in other areas.

So, I'd say they were very effective.
