A high fantasy Celtic game should rarely involve money anyway; it's really a very good setting to do a traditional adventuring party game in this respect. The hospitality laws mean that if you turn up at someone's house (even your enemies), they _have_ to give you a place to stay and good food to eat. In return, you're expected to entertain them or do them a service. So we've got an excuse for characters surviving while wandering all over the place, and a good source of plots hooks ("Hello my guests, I've been having a problem with this local <insert foe here>..."). Make your party into a Fianna warband and you're set - they're supposed to wander around getting into trouble, looking for honour and glory, and defending the weak.
Other books which are good at capturing this Celtic feel are GURPS Celtic Myth, the old AD&D Celtic guide, and the novels The King's Peace and The King's Name, by Jo Walton.
