PenDragon's system is clearly an evolution of Chaosium's Basic RPS (and certainly one of the best adapations of a system to a genre), not D&D.

Of course, Basic RPS has strong roots in D&D, with a set of attributes very close to D&D's, and skills quite similar to thieves capacities (from the Greyhawk supplement), so it's only 1 step ahead.
