Such reflexive shooting really only works when firing at an army. The theory was that accuracy doesn't really matter if you're firing at a formation of enemies: if you fire in the right area, chances are you'll hit *something*.
Another reason is that in battle, each archer's selection of a target isn't random, but based on the perceptions of the archers. If archers aimed, chances are you'd get many arrows fired at each distinctive enemy, but none fired at others. Without aiming, there's a much broader distribution of fire.
Finally, drawing and shooting without careful aim is less tiring than holding the bow taut to aim for a few seconds on each shot, which matters in a long battle.
