You described the character generation in TROS as having been derived from White Wolf's Storyteller system. Storyteller "does" have you assign priorities for attributes, but that's all. The point pools for every other aspect of the character, besides the three sets of attributes, are fixed-aside from bonus points, of course.
I know it's not as well-known a game nowadays, but to me the TROS system of assigning "all" of the aspects of the character a level of priority seems far more similar to the Mechwarrior system-particularly second edition. Only difference is the priorities in Mechwarrior were 1 thru 5 instead of A thru F. Otherwise, it's an identical mechanic. The idea of derived attributes, like Reflex and Aim, and the concept of skill packages, are also present in both systems.
