You could say that it's sort of like an inverted D6 Prime system, or you could say it's sort of like the revised Storyteller system only with d6's instead of d10's. Really, there's nothing all that unique about the D6 system.

What puzzles me is the fact that you roll a fixed number of dice, plus or minus a modifier for your skill. I don't see why you wouldn't just add in that base number of dice to the skill value. That is, instead of saying "roll two dice, plus three for excelling at persuasion," it would be simpler to say "an excellent skill gives you five dice." Also, the rules say that you roll three dice and add your modifier, but the example says that you roll two. Which is it?
