My response is pretty much the same as Xael's. To my mind, it's obvious that there are actually about 2 skills there, which we might call Subterfuge and Persuasion (one can play with the boundaries). The descriptions make it clear that the deceit-based skills are covering the same functional ground. As a GM I'm not opposed to overlap between skills, or to players trying to use tangential abilities, but I like to be able to identify the "proper" one to use without poring over difficult semantics in the book.
