It can work, but there are two problems with it. The first is that it can be difficult, when posing in real time in a game, to always keep the distinction clear. One of my groups talked about a rule like this, but it lead to a lot of backtracking and "no, what I meant was I want him to fall out the window, he doesn't actually fall.... well, I mean he should, cause that's one of my embelishments. Hold on, let me do a different pose."

The second is that the effect of the action, visually at least, can often be a large part of making a stunt work. Given that the examples in the book include things like posing that you blow the baddie out the window so that he fall onto a car 40 stories below, I think there is some justification for viewing the issue as problematic. Making the action stop after it gets past you can impose restrictions on the poses you can make, as well as the tone and feel of the game.

Not that I don't think your way works, and it may well even work better than my far more complicated sollution, it's just that it still isn't quite perfect.
