You can count powers any number of ways by simply defining which powers have a spearate name and which are simply subsets of another power. Compare my books THE ULTIMATE POWERS BOOK (1986, the Marvel system) and THE DIRECTIVE ON SUPERPOWERS (2001, the DC Universe system). UPB was under my own control while DoS reflected WEG's game view. Note how any of WeG's "Manipulation" powers are actually multiple powers under one name.

I just learned about this Chamions book and will have to go look at it before I can do a real comparison.
