Um, don't want to sound mean, but if you were GM, and it was a problem, you should have had the character drop it or pick another power of his chice. On the bottom of page 4 top of page 5 it talks about how characters and GMs should work together on such things...Of course, a arch enemy with fire powers would have put him in his place proper!
That said, V&V (like any game) isn't for everyone. I gave champions a try(when I was playing V&V) long ago. I don't remember that much about it, except I thought it was the worst game up to that point I had ever tried to GM or play.
different strokes...that's what the review is for, to let people who don't know anything about V&V get a taste, and see if it interests them. I'll look forward to your Champions review!
