True, the whole point is the random generation system is a bonus, because (as it says in the text) you can drop it at will if the GM and Players agree.

If the GM refuses, he must have a reason, or is just an ass...so he'll be an ass no matter what you do.

On the subject, I think what Rick ment was that Peter Parker, and Clark Kent didn't have the choice...much like Battery Boy didn't have the choice to get locked in a battery factory durring a lightning storm (or whatever happened!?).
