I have run many a game of V&V, (though none in the last decade or so) and the combat system is unbelievably fun.

The mechanisms you recall allow you to do comic book style things, like throwing a weapon (captain America-like) hitting 4 bad guys, after 3 ricochets, and then catching it on the return bounce.

Or (as you point out) attacking multiple targets (one per appendage for example). Or if you are super strong, knocking your opponent back half a mile, or knocking him 15 feet deep into a mountain. Or if you are really fast (High agility martial artist, or the Flash) you get a bunch of attacks in before the average thug gets to swing at you. Which is the beauty of the initiative mechanic.

And it all costs Power, which you need to ration in a long fight. Admittedly it could be a bit daunting for a novice, but as the GM, you work more of the options in over time, and everyone gets used to it. Plus each player only needs to get familiar with the mechanics that their character will use, and I have found players are always willing to learn a mechanic that makes their character cooler.

Finally the examples of play (which in most games of the time were of limited value) actually walks you through a number of these super options, and the power rationing that they require.

You may have gathered that I remember the game fondly. And I loved the review, which correctly captured the feel of the game, and brought to mind some great old gaming memories.
