Consider that the figures have differing points costs. A shotgun in the hands of the Street Deacon is different to a shotgun in the hands of Lothan the Wise, sure, but a balanced game involving Lothan would require about 2 Street Deacons or the Deacon and Kyushi opposing him. At the moment it seems the team format WizKids are looking at is 6 pts. worth of figures per team. The higher attack value figures are more expensive, thus they're going to have problems against more small figures or small figures with dice that produce a greater range of numbers that can eventually beat them down. It's all pretty well-balanced. I thought it would favour the high end attackers most as well, but it's an issue of attack, defence, weapons, armour, range, cost and mobility. There's a lot of factors.
