Benjamin can handle this question easily, but I wrote a large part of the Gazetteer so I wanted to put in my two cents. I made a conscious effort to facilitate all sorts of scenarios, because I like different kinds of gaming from dungeon crawls to epic political intrigue, and T'nah really lends itself well to every kind of fantasy situation like that. There are entire cities that can be seen as dungeons, and there are cities that exist primarily because of the intigue of world-changing personalities and their fortunes. Hopefully, also, they are in no case 'one or the other.'
Horror is personally 'my thing,' and I guarantee there are seeds for horror gaming if that's what you want to play. My pending campaign is strongly horror-oriented and is set in the town of Wahdo, which I intended to be a good starting point for just such a game.
