An interesting idea, but one that would be contradictory to numerous episodes of the show where it has been shown to be otherwise.

The Doctor has actually said that when his race took their first steps towards the stars, humans were still mucking about in caves.

It occurs to me that I know way to much about this show than can possibly be healthy...
