Whenever I GM'd, I found that all one really needs to do is give the players the slightest bit of a mission, deadly tools and a mere slip of a reason to go after one another and they did so gleefully.
I sat back and occasinally intruded in as the computer to stir the pot even more or to take PCs down a peg, but the players provided the majority of my entertainment.
My favourite mission was sending them after a commie mutant in the sewers, letting them find treasonous material that had been flushed and then turning the lights out. The game ended with one of them throwing what he thought was an HE grenade to get the mutant. It turned out to be a mini nuke instead and destroyed three levels above and below the sewere system. The fun I had handing promoting them to Violet for stopping a dangerous traitor and then awarding them enough posthumous treason points for destruction of computer property to kill all but their last clones (who were sentenced to work in the food vats until they paid of the damage).
