If the review says that, the review is absolutely incorrect, unless it uses "Cultural Package Deal" in a different way than FH itself does.

FH contains over 60 Package Deals. That includes not only six Cultural Package Deals specifically labelled as such on pages 45-46 but about a dozen Environmental Package Deals (for creatures raised deep underground, with demonic blood, etc.). All that's in addition to plenty of Racial Package Deals and Professional Package Deals.

I think it's safe to say that there are more Package Deals, of more different types, with more options, than in all the previous FHs and FH Companion supplements combined.
