Yes, I have both the old and the new Fantasy Hero books and I find the new one very worth it. There are cultural package deals, ancestry package deals and a lot of professional package deals - 44 pages in all. Yes, you could add the "Cityfolk" and "Elf" package deals together for the example you cite. There are more details and options provided in the package deals here than in the old book. There's just a lot more detail in this book, period. I agree that experienced GMs don't need the "how to run a fantasy world" information but there's so much in this book that I find it very useful. They provide different ideas for magic systems, lots of fantasy talents (think D+D feats) and a good collection of things for the fantasy environment like traps, economics and enchanted items. The art is well done too, IMHO. I think the new FH book is well worth checking out at your local game store. Have a good game.
