I don't have the supplement yet, but I dare say that I doubt that the combat system has been entirely reinvented for animals, but that mainly, it is a matter of maneuvers and hit locations -and of course the issue of 'parrying' with natural weapons.

What precisely keeps the Senechal from coming up with a reasonable hit location pattern and maneuvers for, say, a wolf?

The core book tells you how to resolve whether an attack hits, and how to deduce damage. The individual group can adapt that, if necessary, to the needs of their own game. It is maybe more work to set up an animal without the supplement, but it isn't impossible. The quickstart rules even give suggestions for stats for some fantastic creatures.

If we look, for example, at Second Edition Rolemaster, plenty of rules were published later on that allowed you to do things that the original books didn't allow you -e.g. throw weight into an attack, or resolve initiative on a per-second basis. Coincidentally, most of these rules were developments from players.

I frankly must say that we'd be in very bad times if people consider it as a flaw of a given RPG if it doesn't satisfy 100% of their needs. I haven't come across a system which does so so far. They all satisfy distinct sets of needs, and depending on what percentage of my needs that is, I either live with it or adapt aspects of other systems.

TROS core book gave you detailed means to fight humans, siehe and trollspawn, all of which give you a wide variety of possible opponents. It gave you the basic mechanism to resolve attacks and deal damage. I do not think at all that it is too much to ask of you to take it from there.
